The Gemara introduces a surprisingly democratic concept when ruling that the rabbinical court should not pronounce a decree that the majority of the community cannot/will not actually fulfill. What’s more, we find the Gemara explaining how certain decrees that were not kept up by the majority of the community were actually nullified by a subsequent rabbinical court.
