Pennsylvania has been operating without a budget for nearly a month, meaning the commonwealth’s nonprofits, school districts and local governments are in a funding limbo. This also affects SEPTA, which will begin to make serious cuts to service unless the finalized state budget comes with more than $200 million for the system.
