Charles Rangel, the decorated war veteran and Harlem lawmaker who helped shape U.S. policy for more than four decades, has died at 94. Rangel broke barriers as the first Black chair of the House Ways and Means Committee and co-founded the Congressional Black Caucus. His work lives on in major legislation like the Affordable Care Act and the Rangel Amendment.
