Buffalo's Common Council proposes changes to Mayor Scanlon's budget

Councilmembers are proposing several amendments to Mayor Chris Scanlon's budget. Councilman Mitch Nowakowski says he wants the city to evaluate how overtime is distributed among police. There's also a "property tax circuit breaker" on the table that would protect select residents from rising property taxes in the coming years.
