日前海南出台文件中提到对企业家“能不捕不捕”引争议，实际上这是一项叫做少捕慎诉慎押的刑事司法政策，已经被中央列入重点工作，只不过很多人对这其中的涵义并不了解，我来尝试分享一点我的了解和观点供大家参考。
