近日治沙人孙国友下跪求水事件引发关注，未能供水的煤矿遭到质疑同时，孙国友本人也因为种树目的等原因被质疑，而在我看来这件事真正的核心供水协议反而缺少媒体关注了，那么这个协议是否有效？当天为何未能供水原因何在？这让我想发个牢骚了。
