据媒体报道，甘肃天水一男子因无证售卖烟草被判非法经营罪，但其提起上诉同时也对烟草局提起了行政诉讼，而监控显示烟草局提交的张贴证明系近期伪造，对于这件事怎么看？聊聊我的看法供参考。
