SYRIA/SECURITY COUNCIL   This morning at the Security Council, the UN Special Envoy for Syria, Geir Pedersen, told Council members that Syria stands at a crossroads: either to return to violence or to overcome the conflict and revive the economy. To take the right path, Syria needs increased and continued international support, he said.   For his part, the Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, said that we are making progress on the humanitarian front. We are now using more routes to deliver aid.
