The NFL's new league year starts Wednesday, and so the New Orleans Saints must get their salary under the $279.2 million cap. That will include contract restructures for quarterback Derek Carr and other veterans, and the result will decide how active the Saints can be in free agency and thus the direction of the franchise under new coach Kellen Moore.
