National is speaking with one voice, that maybe certain government departments and entities are "not the best" at managing the work they do on infrastructure. We see this today with the work that needs to happen at NZ schools and have heard it before when it came to ferry infrastructure in Wellington. If KiwiRail and the Education Ministry are "not the best" at running infrastructure projects, then who is?
