Plus, Miami Beach's efforts at cracking down on spring break appears to be working. However, that apparently just means that a lot of the chaos and craziness has moved north up the beach. And an estimated $2.7 billion will be legally bet on the NCAA Basketball Tournament - which means a lot of people are filling out their brackets.
