Gov. Kathy Hochul signed off on the Climate Change Superfund Act Thursday, which intends to make fossil fuel companies pay for damage to the environment. There's questions over how it will be enforced, though, and that's why lawmakers like Angelo Morinello voted against it, among other reasons.
