I. Rebuke: The prophet rebukes the people for rejecting God as their king, vv17-19. II. Revelation: God reveals the king who satisfies the people's request, vv20-24. III. Kingship regulations: The king must obey the rules of God, v15. IV. Response: Some receive him but others go rogue against the king, vv26-27.
