Erie County to use "Bills Bonds" to help fund new stadium

They won't be for everybody, but Erie County is going to implement a new funding method to cover costs for the new stadium. They're called ""Bills Bonds" and they'll cost $5,000. Erie County Comptroller Kevin Hardwick explains who is eligible, where the money goes and how you can get involved.
