means to speak angrily to someone because they have done something wrong or behaved badly.
Examples:
1- When Mark missed the deadline, his boss told him off in front of the entire team.
2- He told the commenter off for making inappropriate jokes in the forum, asserting that such behavior is not acceptable in a respectful discussion.
