Many people in positions of power have been threatening the general public with a “dark winter”, but most people do not understand why that phrase was specifically chosen. It comes out of a 2001 smallpox and anthrax simulation of the same name, and it is a reference to a time when the public was unable to obtain vaccines during emergencies.

Robert Kadlec was the architect of both Dark Winter and Crimson Contagion in 2019 which simulated a bioterrorism attack coming from tourists arriving from China in Chicago. The recommendations in the aftermath of these simulations really tell the tale of the purpose of these role-playing exercises, and it is not about saving the general public.
