בנוגע לכללות היחס של בנ"י לאינם-יהודים מצינו שמצד א' מזהירה התורה מגזילת הגוי ועד שישנו גם חיוב לסייע להם וכו', אבל ביחד עם זה אומרת התורה שאין לסמוך עליהם שמהם תבוא הישועה, כי "חסד לאומים חטאת", ואינם אלא "משענת קנה רצוץ". ועד"ז מצינו באופן היחס של גדולי ישראל במשך הדורות, שעסקו בהשתדלות לפעול על אינם-יהודים גם ע"י תשלום ממון, למרות ש"חסד לאומים חטאת" וכו'. והביאור: כיון ש"אין סומכין על הנס" יש להשתדל בדרכי הטבע לשכור "שומר" וכו', אבל יש לדעת שמצד הטבע עצמו הנה "חסד לאומים חטאת" ו"משענת קנה רצוץ", ו"אם ה' לא ישמר עיר שוא שקד שומר", ולכן לכל לראש יש להבטיח ש"ה' ישמר עיר". והבחינה שההשתדלות אצל האינו-יהודי הוא כדבעי היא – כאשר זה מביא לחיזוק בעניני תומ"צ והבטחון בה', ולפני זה מתפלל לה' שיצליח בזה, וכאשר מצליח – מודה לה'...

Regarding the relationship between the Jewish people and non-Jews, we find on the one hand that the Torah prohibits stealing from a gentile and even requires helping him etc., but on the other hand, the Torah says not to rely upon them for salvation, because “the kindness of the kingdoms is sin” and they are only “the support of a splintered reed.” Similarly, we find that there were Jewish leaders throughout history who made efforts to influence the non-Jews by paying money etc., even though “the kindness of the kingdoms is sin.” The explanation is: since “one does not rely on a miracle,” one must take action via natural means and hire watchmen when necessary etc. But at the same time, one must also know that by nature itself, “the kindness of the kingdoms is sin,” and they are only “the support of a splintered reed” etc., and “if Hashem will not guard a city, its watcher keeps his vigil in vain.” Therefore, it is necessary first and foremost to make sure that “Hashem guards the city.” And the litmus test that the efforts toward the gentile are appropriate is when it leads to strengthening Torah and mitzvos and trust in Hashem, and when one davens to Hashem beforehand for success and thanks Hashem afterwards when he succeeds…
