being tied up means being very busy or occupied with something, to the point of being unable to attend to other tasks or activities.
Examples:
1- The detective was tied up with a high-profile case, leaving him no time for personal matters.
2- I wanted to join the barbecue, but I got tied up trying to catch my cat, who somehow managed to get stuck in the neighbor's tree again.
