On February 19, 1999, a 25-year-old man was apprehended by the Miami Police, who was wanted in New York for at least one murder and two other offenses.

After closely monitoring his movements, surveillance teams decided to take action when he was located at the Sun Hotel in downtown Miami. Two SWAT teams thoroughly searched the hotel and eventually found him in a room on the highest floor.

The New York City police suspect that Kee is responsible for a series of killings and sexual assaults in East Harlem. During the search, officers also discovered a 16-year-old girl on a different part of the sixth floor. She was identified as Angelique Stallings, who had been missing since she went on a date with Kee on Valentine's Day.
