תמיהה גדולה ביותר בשני דפ' יתרו בענין פרשת "ואתה תחזה" (ש"יתרו" נק' כך ע"ש ש"יתר פ' אחת בתורה – ואתה תחזה"): משה רבינו, רוען של ישראל (שנקבע לכך משעת לידתו, ו)במשך ששים שנה בפועל, חשב שהסדר שבו דן את העם צריך להיות כך, ודוקא יתרו, שזה עתה הגיע ממדין, "תופס" מה שמשה "לא תופס" כביכול, עד שפרשת "ואתה תחזה" נק' על שמו?!, והביאור: משה הסתכל על בנ"י כפי שהם נמצאים ביחד אתו ואז הם באמת שייכים לסדר כזה, אבל יתרו הסתכל על בנ"י גם במצב שמשה הוא ב"עולם" וגדר אחר – "על ההר" או לאחר מותו, וכדי שבנ"י יוכלו "לעמוד" גם במצב כזה, צריך סדר מיוחד שמתאים לזה, וכיון שהכל צריך לעבור דרך משה "הכל ניתן למשה בסיני", צריך להתחיל סדר זה בחייו וע"י משה עצמו.

In sheini of Parashas Yisro, where Yisro tells Moshe “And you shall choose” judges to serve along with him (and this is the “section he added (Yiter) to the Torah, for which he was called Yisro) – a significant question arises: How is possible that Moshe, having been the shepherd of the Jewish people for sixty years (a role for which he was destined at birth), didn’t realize this on his own, while Yisro, having just arrived from Midian, did realize it, to the extent that the portion is called by Yisro’s name? The answer is that Moshe viewed the Jewish people on their level, in their state of being together with, and uplifted by, Moshe. From that perspective, Moshe was indeed correct. By contrast, Yisro looked at the Jewish people from the perspective of their state when Moshe was on a different plane, whether “on the mountain” or after Moshe’s passing. To ensure that the Jewish people could “come in peace” and survive even when Moshe was no longer with them, a different system had to be put in place. Since everything must go through Moshe – “everything was given to Moshe at Sinai” – that system had to begin through Moshe himself during his lifetime.
