With Felix’s replacement, Festus, now as Governor, Paul finds himself in a precarious position. The political climate has Paul between a rock and a hard place and he, therefore, has to appeal to a higher authority, namely Caesar. James discusses this and Agrippa II’s arrival which foreshadows the following chapter.
