Description
A black man was murdered on an NYC subway, and his attacker was let off with no charges. The black man, last name Neely was suffering an apparent mental health episode while he was being placed in a headlock by a fellow rider.
Even with witness's and video, the police has yet to apply charges on the white man who killed Neely.
