Foreign Affairs Minister Vivian Balakrishnan said on Wednesday (Sept 15) that he has called Mr Leong Mun Wai, the Progress Singapore Party (PSP) Non-constituency Member of Parliament (NCMP), to apologise for “private comments to a colleague” in Parliament on Tuesday.
