Clark says in effect the Special Counsel illegally creates a fourth branch of government with the power to investigate a President of the United States and enforce laws that are effectively extra-governmental. We must reform the DOJ, FBI, the Intelligence Community to stop their varied attacks on individuals, that are purely political persecution.
